Father of Social Security Disability, Medicare, Medicaid, Unemployment Compensation, Highway Trust Fund, Comprehensive Tax Reform, The Kennedy Round of GATT trade legislation, including creation of the Office of U.S. Trade Representatives and many public projects such as the Ozark Folk Center, Greers Ferry Dam and Reservoir, Blanchard Springs Caverns, Burns Park, Interstate Highways, and many flood control river port, airport, and other economic development projects.

The Beloved Congressman. He lived to serve.

 
 

Carl Edward Bailey
1894 - 1948
Governor of Arkansas January 1937 - January 1941

During Carl Bailey's four years as Governor, he formulated a teacher retirement system, established a free library service, and free public school textbooks. He was a strong supporter of the development of the state parks, and he gained passage of laws to protect 15 million acres of Arkansas Timberland. Through his leadership, bridge tolls were removed, federal funds were obtained for highway construction, and the Department of Public Welfare was reorganized. The Legislature with Bailey's leadership, passed a personnel placement and promotion bill for state employees. Bailey was instrumental in bringing the rural electrification program to Arkansas for rural residents. The Territorial Capitol restoration was also created during Bailey's administration.
